Many older HOA landscape guidelines were written during the turf-to-gravel conversion wave and unintentionally discourage canopy trees — capping planting height, restricting root systems near sidewalks, or requiring species that don’t actually thrive here. A chapter’s first real win is often just getting an HOA board to update this language.

LVAS chapters work directly with HOA boards to review and modernize these guidelines — allowing, and ideally encouraging, the low-water canopy species in the Tree Library.
