Landscape guidelines in a lot of Las Vegas Country Club Estates HOAs were last substantially revised during the turf-to-gravel conversion push, when the goal was simply reducing water use however possible. The unintended side effect: several of those guidelines cap canopy height, restrict root systems near sidewalks in ways that rule out most shade trees, or don't mention trees at all — meaning any resident who wants to plant one has to petition the board individually.
